This is not a very new information, but still worth for those who want to pursue their doctoral degree at Tokyo Institute of Technology. Tokyo Tech is one of the most prominent universities in Japan.

Tokyo Tech is starting a program to lighten the financial burden comparable their tuition on doctoral students since 2008. Doctoral Students, who enter Tokyo Tech April 2008 or later and who fulfill certain condition*1, can apply for receiving financial support by getting engaged in Research or Teaching Assistantship. The purpose of this program is to enable our doctoral students with excellent qualification and ability to devote themselves to their research without excessive concern for financial burden involved.
* In principle, individuals who are not eligible for aid through this system include
1) Recipients of aid for their tuition fees such as Japanese Government (MEXT) Scholarship
Students, Foreign Government-Sponsored Students, etc.
2) JSPS Fellows and RIKEN Junior Research Associates
3) Adult Students sent by a company, etc. whose tuition fees are paid by the company, etc.,
and individuals who are unable to receive financial aid due to employment regulations,
restricted hours, etc.
4) Individuals who are exempted from the full amount of tuition fees in accordance with the
Regulation on Exemption from Tuition Fees
5) Individuals repeating a year (aid provided to those repeating due to illness, etc.) etc.
6) Recipients of other aid of an amount equivalent to tuition fees
